Please try below setting to see if problem persists.

1. Test-NetConnection -ComputerName "ip of your RDS server" -CommonTCPPort "RDP" -InformationLevel "Detailed"
2. Open local group policy (gpedit.msc) on your RDP server.

Under Computer configuration ->Administrative Templates ->Windows components ->Remote desktop services->RD Session host ->Security

Set "Require use of specific security layer for RDP connections" to RDP.

3. Disable any Antivirus program or Windows firewall you may have for temporary purpose on RDS and on Windows 10 Client computer.
